Jessica Arnold

Chief Operating Officer

Jessica is the Chief Operating Officer. In this role she is responsible for strategic leadership of essential corporate functions (including corporate governance, business systems and policies, human resources (HR), risk management, ICT and digital systems) to deliver efficient and effective business support services and improve business continuity.

Jessica’s previous role at PHA was National Manager, Risk and Resilience responsible for supporting the Emergency Response area and explore business transformation opportunities to position PHA to deliver the next company strategy 2022–27.

Her experience extends across biosecurity, incident response, crisis management and risk management disciplines where she has led the capability development, response and recovery to significant incidents that have underpinned sustainable economic development for the agricultural sector of Australia. Jessica is well-versed in the priorities and directions of Australian agriculture, and has an excellent network across state, territory and Australian governments and industry, particularly in northern Australia.

She has also had experience as Incident Controller of the National Citrus Canker Eradication Program, been involved in numerous natural disaster responses and was recently the State Planning Manager of the NT Covid-19 response. She has a degree in Emergency Management and is a level 2 Incident Controller.

Jessica’s most recent role has been as the Director of Emergency Management and WHS where she managed multiple emergency functional areas of the NT government including biosecurity, animal welfare and critical goods and services.
